RLS-Expert Dialogue on Digitalization

The RLS-Expert Dialogue on Digitalization (est. 2016) is an ongoing exchange on the digital transformation in the regions in the private and public sectors. Representatives from across the regions assess the potentials and risks of digital technologies with a particular focus on regional ecosystems (socio-economic and innovation).  The Dialogue has exchanged on Industry 4.0 for SMEs, artificial intelligence, digital health, data valorization, education, cybersecurity, and working environments.

RLS-Sciences Overall Conference 2022
18-21 September, 2022 in Herrsching, Bavaria

The RLS-Sciences Overall Conference 2022 took place in Herrsching, Bavaria from 18th- 21st September 2022, hosted by Bavaria. Altogether, 76 participants from five RLS partner regions joined to exchange within and between the RLS-Sciences themes (Renewable Energy, Aerospace, Small Satellites, Digitalization, and Digital Health). During the pandemic, the network created a transition scenario and met all together virtually in June 2021 and April 2022 for the RLS-Sciences Digital Weeks. This new format bridged the time between the in-person conferences. The RLS-Sciences Overall Conference 2022 also marked the official launch of the “RLS-Digital Health Initiative” as the fifth RLS-Sciences group, after a preparatory phase and first exchanges in 2020 and 2021.
The RLS-Sciences Overall Conference 2022 followed in the model of the inaugural RLS-Sciences Overall Conference 2019, hosted by FAPESP and INPE in São Jose dos Campos, São Paulo. The conferences create an opportunity for the entire RLS-Sciences network to meet in person, deepening work in person and exchanging with other groups in joint interdisciplinary sessions.

The next RLS-Sciences Overall Conference 2024 will be hosted by Québec.

Joint session with the RLS-Expert Dialogue on Digitalization and the RLS-Digital Health Initiative at the RLS-Sciences Online Conference 2021

On 17 June, the RLS-Expert Dialogue on Digitalization held a joint session together with the new RLS-Digital Health Initiative as part of the RLS-Sciences Online Conference 2021. In this shared session, the first half was dedicated to the Expert Dialogue on Digitalization. The group reported on updates from their 2020 work in the field of “Work in the Digital Area”, with presentations from Bavaria, Georgia, São Paulo, and Shandong on the digital transformations taking place in the RLS regions in the way of working and doing business, including higher education, cybersecurity, open research, and enterprise. In the second hour, the emerging Digital Health group heard contributions from Bavaria, São Paulo, Shandong, and Upper Austria on e-health platforms, AI based medical applications, big data and disease identification, verification, and prediction. In both parts of the session, the tension between securing and protecting data while also acknowledging that sharing data allows for new advances was explored. Of particular note was the presentation on the new open research policy guidelines from the São Paulo Research Foundation (FAPESP), which sparked great discussion amongst the participants.

RLS-Sciences panel on the main stage at MTL Connect
15 October, 2020, online in Montréal, Québec

RLS-Sciences presented its panel, “New patterns of work in the digital area– an international comparison of home office practices during the COVID-19 pandemic in the RLS-Network” on the main stage of MTL Connect on 15 October. The RLS-Sciences network was approached by Printemps Numérique, a digitalisation organisation in Québec, to hold a panel during the MTL Connect: Montreal Digital Week. The Montreal Digital Week “aims to look across the board at the main questions related to digital development, focusing on its economic, social, cultural and environmental impacts in various sectors of activity”. Building upon the work presented at the RLS Virtual Roundtable on COVID-19, and was presented by experts from the Expert Dialogue on Digitalization. The panel included partners from Bavaria, Georgia, Québec, São Paulo, and Upper Austria.

Digitalization at the RLS-Sciences Conference 2019
27-31 May, 2019, São José dos Campos, São Paulo

During the 2019 RLS-Sciences Conference in São José dos Campos, experts from São Paulo, Québec, and Upper Austria came together alongside their RLS-Sciences colleagues from aerospace to discuss digitalisation, artificial intelligence, and machine learning. The combination of themes allowed for discussions on the enabling and transversal role of digitalisation in different areas of research and development. 

Presentations topics included: an overview from a regional perspective was offered on artificial intelligence both in São Paulo and Québec, contributions of digitalisation to aerospace, machine learning in digital transformations, and machine learning for internet connected systems. These inputs provided context and inputs for the next Expert Dialogue on Digitalization.

FRQ launches International Observatory on the Societal Impacts of Artificial Intelligence and Digital Technologies

On 3 December, 2018, at the Faire face à l'intelligence artificielle forum to address issues in artificial intelligence, Chief Scientist of Québec Rémi Quirion announced the creation of the new International Observatory on the Societal Impacts of Artificial Intelligence and Digital Technologies. The initiative will be led by Lyse Langlois, professor and researcher in industrial relations at Université Laval and director of the Institute for Applied Ethics (IDÉA). The observatory will assemble some 20 universities and colleges, as well as close to 90 research centres. Members will work in collaboration with government, civil society and private sector organizations in Québec, Canada and abroad. Mandates involving research, monitoring, training, public consultation and recommendations on policy and legal aspects to provide a framework for the development of artificial intelligence will structure the activities of the new scientific entity. The initiative is funded by the Fonds de recherche du Québec (FRQ), in partnership with the ministère de l'Économie et de l'Innovation, in an amount of $1.5M per year over five years (total budget of $7.5M).

Digitalization Dialogue at the 9th Regional Leaders Summit

On 17 May, an internal meeting provided an opportunity for further exchange from different regional perspectives. Specifically, presentations on initiatives from Bavaria, Georgia, Québec, and Upper Austria offered insights into their respective digital transitions. Additionally, Georgia presented a video on a specific state-level initiative combining transit, energy, and digitalization, which can be viewed below.

Journée de recherche ''Digitization Day'' at FRQNT in Québec

The Expert Dialogue on Digitalisation began its meetings in Québec with a ‘’Journée de recherche`` or ‘’Digital Day’’ hosted by the Fonds de recherche du Québec. The event brought together experts from across the RLS regions in digitization and innovation with Québec organizations working in AI, robotics, health,  transportation, and more. RLS researchers presented on topics including the digital innovation ecosystem in Québec, programmes to foster international collaboration from São Paulo, and human-machine interactions. Prof. Broy presents on Industry 4.0 at Printemps numérique event

​On 6 June, 2017, Prof. Manfred Broy, founding president of the Zentrum für Digitalisierung Bayern (ZD.B) presented on Industry 4.0 at the invitation of Printemps numérique. The presentation was part of Printemps numérique’s #intersections VOL. 5: Industry 4.0 event, held at the Canadian Center for Architecture in Montréal.
 
Prof. Broy’s presentation focused on the experiences in Bavaria of digital transition and key lessons learned relating to Industry 4.0. The state of Bavaria released its BAYERN DIGITAL II Masterplan, which included a 10-point plan supporting Bavaria´s digital future. Other presenters at #intersections included Prof. Gilles Savard, Director General of IVADO, Mr. Frédéric Bastien, Managing Director of Mnubo, and Mr. Thomas Scarinci, Senior Vice President of aero-derivative gas turbines Siemens Canada. In the ensuing discussion forum, discussion topics included the opportunities and challenges for start-ups, young entrepreneurs and SMEs in the course of digitization. The event was a timely discussion ahead of Québec’s planned release of its “stratégie numérique” in the fall of 2017.

The event was organized in cooperation with the representation of the State of Bavaria in Québec. #intersections is part of the "Printemps numérique" and seeks to connect science, industry, and art, in a showcase of Montréal’s digital innovation and capacity. The result is a comprehensive series of events in Montréal on the subject of digitization, ranging from artificial intelligence to urban digitization processes and their social effects to digital art.

​The event deepened the bilateral ties between Bavaria and Québec in the field of digitalisation as initiated 2016 within the Regional Leader Summit (RLS) and served as a promising activity to further cooperation ahead of the 2018 summit in Québec.

RLS-Digitalization presentation at the 8th RLS Conference

On Friday, 15 July, 2016 , Prof. Dr. Manfred Broy presented on the topic of digitalisation to the Regional Leaders Summit Conference at the Residenz in Munich. This was part of the RLS-Sciences presentation segment of the conference. Bavarian State Secretary for the Ministry of Economy and Media, Energy and Technology, Franz Josef Pschierer gave the welcoming address. Québec Minister for Economy, Science and Innovation and Minister Responsible for the Digital Strategy Dominique Anglade gave the closing remarks.

Expert Dialogue on Digitalization held at ZD.B

On 13th July, 2016, experts from across the RLS regions came together for an expert dialogue on digitization and "Industrie 4.0" from their regional perspective. The dialogue offered an opportunity for the regions to share their competencies in the field, as well as best practices and lessons learned about the digital transition. The dialogue was hosted by Prof. Manfred Broy at the Zentrum für Digitalisierung Bayern.

Prof. Broy at the 2nd International Cybersecurity Conference

On 11 February, 2016, Prof. Dr. Manfred Broy moderated a panel discussion on ''Cornerstones of a Cyberdependent Society''. The panel was part of the 2nd International Cybersecurity Conference, and featured government and industry representatives.
